Delhi man fined ₹23k for violating traffic rules with his bike worth ₹15k

Gurugram Police issued him a challan for not carrying the documents including driving licence, registration certificate and pollution certificate

    Gurugram: A Delhi man has been fined a whopping 23,000 here for riding a bike without wearing a helmet and also for not carrying important documents.

    Gurugram Police issued the man, identified as Dinesh Madan, a challan on Monday for not carrying the documents including his driving licence, registration certificate and the pollution certificate.

    According to the challan copy accessed by IANS, Madan was riding without his licence for which he was fined 5,000 for not producing his Registration Certificate, 2,000 for not having a third party insurance, 10,000 for violating air pollution standards and another 1,000 for not wearing a helmet.

    A resident of Geeta Colony in East Delhi, Madan was issued the challan opposite the district court in Gurugram.

    "As Madan was not wearing his helmet, he was stopped by the on-duty traffic personnel. He was unable to produce his documents, when asked. Hence, the challan was issue," the traffic police officer at the location said.

    Madan, however, said that he had not violated any traffic rule and the amount was hefty.

    "I have not violated any traffic rules. They asked me to produce the documents in 10 minutes, which was impossible. They stopped me for not wearing the helmet and said that I have been penalized 1,000 for that," he added.

    "I wasn't wearing helmet and didn't have Registration Certificate (RC). Traffic policeman asked me to give him my scooty's key but I denied. Immediately he printed a challan of 23,000 and seized my vehicle. Value of my Scooty is around 15,000. I even got a copy of RC on WhatsApp from home but by then the challan had been printed.The amount could have been less if the police waited for a while. I want that fine should be relaxed. From now on I will always carry my documents," Madan told ANI news agency.

    Madan's penalty got heftier because the amended Motor Vehicles Act got implemented from 1 September.

    The President, in August, gave his assent to the bill, the government’s maiden attempt to enact a separate law on road safety. The law lays down stringent rules for vehicle makers, drivers and cab aggregators and aims to change road behaviour and improve road safety.

    Stiffer penalties will affect almost every life — be it not wearing seatbelt, or making guardians responsible for a juvenile driving a vehicle, or increasing penalties manifold for offences such as drunk and dangerous driving, over-speeding, even driving without insurance, and overloading vehicles with goods or passengers.

    In fact, not wearing helmet will not only attract a fine of 1,000, but lead to suspension of licence for three months.
